    "content": "I want to make it clear to Hon. Ken Okoth that the Committee’s position has always been to delete this clause. The proposal of 50 per cent was not from the Committee. It was from the National Treasury. The Committee was only disagreeing with the National Treasury. Otherwise, the Committee has never had a stand on the 50 per cent proposal.
