    "content": "Mr. Deputy Speaker, Sir, electricity consumption by health facilities has been quite huge and the amount allocated to us has not been enough to pay for electricity. What usually happens is that we ask the facilities to send us the bills and then we ask the Treasury to give us money to pay the bills. That is what we do at the moment. However, as I have said, we have begun to send money to every facility in the country and the electricity bills will be paid from that money."
