    "content": "Hon. Chairlady, I want to make the following observations: It is important that even when such proposals are made by the National Treasury, it consults before it publishes. It is very discouraging for investors in this country when policies keep changing. Today you speak this language and the following day, you speak another language. Therefore, going forward, it is important that consultations are done before publishing. For this country to thrive, ease of doing business is important. When you keep on changing goal posts, it is going to discourage investors. As I sit down, I know there is some discussion to bring haphazard requirements. For instance, as from July, owners of vehicles have to display their details on the windscreen. Those are the kind of things which are going to discourage people in this country. We want to ask the National Transport and Safety Authority (NTSA) to stop bringing such kinds of things which will bring problems to this country. I support the deletion."
