    "content": "Thank you, Hon. Temporary Deputy Speaker. The third thing I was talking about that is law is a social science and you cannot guess how to attain the two-thirds gender principle. There are only two ways. The first is that we need to agree that as an election principle we are going to have proportional representation and in that regard, of course, then political parties within their means will be giving us the number of women and people with disabilities with regard to the parliamentary strength. The second way is to have a direct and exact number using the mixed-member proportional representation and this will be giving us the exact numbers we need of a particular Parliament without really guessing how we want to achieve this. To that extent, several jurisdictions have used this mixed-member proportional representation, for example, Uganda and Rwanda."
