"content": "I am guided. When we want to achieve the numbers by appointing after getting special seats after the elections, then we are faced with a very large number, which is over 450. As a country, we are afraid of that scenario. We are now attempting to reduce that number by introducing this Bill, which I support. Again, I want people to listen to what I am going to say, which Neto said earlier on. What is proposed here is not the same as what is in Article 177 of the Constitution, and it has a problem. Clause 4(c) says: “(ca) the number of special seat Members necessary to ensure that no more than two- thirds of the members elected under Clause 1(a) are of the same gender”. Look at Clause 97(1)(a). It is talking of the 290 Members, and not the whole Assembly as is in Article 177 of the Constitution."
