    "content": "We have not exactly imported the spirit of Article 177 of the Constitution into Clauses 97 and 98, as we intended to do. If that can be looked at technically and resolved, then this Bill will solve the problem. I realise and appreciate that the special seats will be identified after the elections. That is the only way you can do it other than having proportional representation at the constituency level by identifying constituencies that will give you two-thirds. We have not gone for that. If what we have proposed is worked out, it will actually help us out."
