    "content": "As I have said, this indicates the problem we have in implementing the Constitution that is well intended. I am happy that the Chair of the Constitutional Implementation Oversight Committee (CIOC) is here. It is time that this Committee and other bodies sat down and started looking at our Constitution line by line as we implement it. We need to find out where we are having problems and look for ways of correcting them through amendments even if it means going for a referendum."
