    "content": "Unfortunately, political parties since 2010 have all focused only on enactment of legislation and the efforts being made have not been fully embracing these constitutional principles. Even when the court has been given an opportunity to interpret it, the principles have been relegated as aspiration and not necessarily capable of immediate implementation. Clearly, it is the case that until we have fully realised or implemented the two-thirds gender principle, the Constitution will not have been properly and faithfully implemented to its letter and spirit, which requires that, in elective bodies, either gender should not exceed two-thirds."
