    "content": "Mr. Speaker, Sir, I would like to take hon. Members back to the formation of the Commission for Higher Education. Initially, the Commission only checked standards of private universities. Public universities did not fall under the purview of the Commission for Higher Education. In the new Act, we are saying that even public universities should be supervised by the Commission for Higher Education. Notwithstanding that, many things are happening and the process of inspection is on- going. As you inspect, you will find out that even things that started right, go wrong. So, we should not be surprised that we are discovering that. The important thing is the corrective measures that we are taking to move forward."
