    "content": "Mr. Deputy Speaker, Sir, I informed the House that the initial Kshs384, 000 was a budgetary estimate. The figure including Kshs110, 000 is a firm quotation. I agree there was a delay on the part of the KPLC Limited after receiving the payment not to connect electricity to the borehole. However, they did not do the firm quotation which was done much later. Therefore, the initial figure was a budgetary estimate. When they did the survey itself and got the quantities, the figure went up by Kshs110, 000."
