    "content": "Thank you, Hon. Temporary Deputy Chairman. Much as we were defeated when the Question was put, I am happy to support Clause 56. Some NGOs do not use their monies for the purposes they were intended. They use the money to fight the Government or go against it all the time. The Cabinet Secretary is the one who will appoint the accounting officer of the Refugees Trust Fund, and it is a good indication. In Clause 56(3)(c), the accounting officer shall impose conditions on any expenditure. This means all the expenditure will be for the purpose for which they are meant."
