    "content": "Hon. Temporary Deputy Speaker, that was a critical amendment, especially with regard to the youth. We know that 70 per cent of the unemployed persons are the youth. When vacancies arise at both the national and the county level, notification has to be given to the authorities so that we have in place processes and procedures which are objective. The young people need employment opportunities and it should not be based on tribalism and nepotism. I second."
