Considering that the Bill of Division of Revenue had earlier come to this House; the two Houses had disagreed and we have not been told what the final decision is. Without pre-empting debate on this matter and considering the time that we still have, what would happen in the event that we do not agree again with the two Houses? Would it not be in order that this matter is deliberated in a Kamukunji way initially so that some issues are ironed out before we formalise some of these matters?"
