I think it is not right for the Prime Minister to mislead the House by saying that the Kenya Navy has the capacity when he admits here that what we have agreements with the UK, USA, Denmark and the EU. Those agreements were done because of the deficit that we have. We lack the capacity to do so. That is why we are calling in the EU and others to come and assist us.
