    "content": "Last year, we cut back the allocation to the National Government Constituencies Development Fund (NG-CDF) because of a court case. Funds remained with the Government and were going to be disbursed through a mechanism which was not contestable as direct disbursement to schools. We went ahead and committed ourselves to schools and it turned out to be a lie because of two reasons. One, the amount disbursed in my constituency is less than half, and two it was the simplest method of distribution of giving equal amounts to all schools irrespective of needs. That is not what we expected and the Government should not be in the game of changing the goal posts and ending up effectively with a lie. We are the agents of the peroration of the lie."
