    "content": "The other issue that also arises from these Supplementary Estimates is the fact that you cannot say that you can foresee all the issues that may emerge within a budget cycle. Our budget- making process has been, and has continued to be, dynamic. We need a government that is responsive to the needs of the people, and which is able to ensure that when there is an emergency, you can spend some form of expenditure to ensure that you respond to such need."
