    "content": "I thank the Chairman of the Budget and Appropriations Committee for allocating some money to address the Collective Bargaining Agreements (CBAs). It is unfortunate that the Constitution gave some key functions to county governments which they are not addressing at all. It is now raising a lot of labour concerns. I support this Supplementary Budget and thank the Committee. I plead with it to visit Nakuru County, specifically Nakuru Town East Constituency."
