    "content": "Hon. Members, just to refresh our memories about this, the Motion had been moved and debate had been concluded. On Thursday last week, the Chair of the Budget and Appropriations Committee, Hon. Mutava Musyimi, moved some amendments to that Report. He moved them and was seconded. But debate was interrupted by various points of order by Members relating to various sums to be included in the proposed amendments. The House adjourned so that the various Committees, specifically the Departmental Committee on Justice and Legal Affairs, could consider the proposed increment of Kshs2.5 billion to the Independent Electoral and Boundaries Commission (IEBC), under the management of the electoral processes programmes for initial payment of printing of ballot papers; and the allocation of the sum of Kshs300 million to the National Intelligence Service (NIS) under the National Security Intelligence Programme for security-related interventions. Therefore, we were to hear presentations from the Departmental Committee on Defence and Foreign Relations and the Departmental Committee on Justice and Legal Affairs as to whether they have considered this proposed increment of Kshs300 million and what their views are. We will start with the Departmental Committee on Defence and Foreign Relations. Let us have Hon. Rasso."
