This is because we would have needed the leadership of the Committee to help the House to make informed decisions on this debate. Therefore, would I be in order to seek guidance from you on the relevance of the document that was tabled if it will not enrich debate on this Bill? Is there need for us to belabour passing or rejecting this Bill if we will not use the contents of the report?"
