    "content": "THAT, clause 9 of the Bill be amended — (a) in sub-clause (1) by deleting the words “establish a mechanism for the identification of children with special needs and”; (b) by deleting sub-clause 2 and substituting therefor the following new sub-clause— (2) In performing the functions under subsection (1) the county executive committee member shall— (a) ensure that there are adequate learning institutions and facilities for children with disabilities; and (b) put in place necessary facilities to assist children with disabilities to access to affordable assistive aids and devices. (c) by deleting sub-clause 3."
