I did not want to interrupt the Chairman as he moves this Motion, but he made a very serious allegation that the Government would borrow clandestinely. I am not aware of any domestic borrowing or any other borrowing by the Government that has ever been done clandestinely without the participation of the public or without advertisement. Could he substantiate what he means by “the Government is borrowing clandestinely?”"
