    "content": "Thank you. I will try as much as possible to speak in English. I agree with the Hon. Leader of the Majority Party. The Vice-Chairman of the Committee is trying to delete ―legitimate disbursements‖ from that phrase. You appreciate that the board is just a trustee of the enterprise, so it is not possible that the Board knows what the legitimate disbursements are. Even if that is deleted, the Board can disburse something else and that would be unfair. That is why I oppose this amendment."
