    "content": "Hon. Temporary Deputy Chairman, I beg to move: THAT, the Bill be amended by deleting clause 15 and substituting therefor the following new clause 15 – ―15. (1) The Authority may appoint such staff as are necessary for the performance of its functions under this Act. (2) The staff appointed under subsection (1) shall serve on such terms and conditions of service as the Authority may, in consultation with the Salaries and Remuneration Commission, determine‖. This is because the staff of the Authority are public servants and therefore their terms and conditions of service should be subject to the Salaries and Remuneration Commission (SRC). In addition, it is the Authority which should consult with SRC and not the Cabinet Secretary (CS) because it is the one which appoints staff."
