    "content": "I think all of Hon. Ken Okoth‘s amendments were dropped by the National Treasury and he is in agreement with them. That is why he is not in the House or maybe he has other reasons. Hon. Temporary Deputy Chairman, I beg to move: THAT, Clause 19 of the Bill be amended by inserting the following new subclause immediately after sub-clause (1) – (1A) The Authority shall provide secretariat services to the Council‖."
