    "content": "With regard to the amendment which the Vice-Chair wants us to adopt, I know he wants to make it a new clause. I have looked at Clause 19 in the Bill with regard to the role of the Steering Council. It is not very clear and I am wondering whether it can be left as a policy- constructing body so that we do not say that the Authority is going to be providing secretariat services.
