Speaker, on Part IV of the Standing Orders which deals with the position of the Leader of the Majority Party and the Leader of the Minority Party, the Committee proposes to delete Standing Order No.19(4) and 20(4) providing for removal of the Leader of the Majority and the Leader of the Minority Party and their deputies only upon election of a Member to fill the position. The intention of this provision is to ensure that there is no vacuum in specific offices for streamlined flow of business in the House. However, the deletion was proposed as it was felt that the provisions were frivolous and created an avenue for a prolonged replacement process. It was also noted that this is a political process which should be left to the parties to resolve and subsequently inform the House."
