"content": "Mr. Speaker, Sir, as I said at the beginning, it is unfortunate. I regret that part one and two of the question were not adequately responded to by the Cabinet Secretary and for the reasons that I already gave. Of course, if we had time--- I have an obligation to this House to provide answers. If we had time, I would have gone further to seek for these answers from the County Government of Nairobi or compel the Cabinet Secretary to get the answers from the County Government of Nairobi and provide this House with answers. We will still do that because the question is the property of the House. We will still insist on part one and two being answered adequately to the satisfaction of this House. Mr. Speaker, Sir, having said that, there is no justification. I agree with you. What explanation would a hospital give - playing music in hospital. There is no justification whatsoever. I do not think playing music is a therapy in hospitals. I have dealt with part one and two of most of the questions that have been raised by Members on noise pollution. In my opinion, we have adequate legislation in the National Environment Management Authority (NEMA) Act and other legislation for this noise pollution control but it is just a matter of enforcement.
