Temporary Deputy Chairman, the amendment of the Committee says that Clause 23 of the Bill be amended in sub-clause (5) by deleting the words ―the Cabinet‖ and substituting therefor the words ―he or she‖. Sub-clause (5) reads: ―Where the Cabinet Secretary fails to act on the Agency’s recommendation---‖ Are we at the same place? We are talking about him or her."
