With regard to the second bit in Sub-clause 12, the Committee felt that the agency should have powers to initiate its own investigations at any given time, so that our traders are safe. If we have an agency with powers to investigate at any given time, they could do that and confirm that, indeed, dumping has not occurred in our country."
