    "content": "Mr. Speaker, Sir, the new Constitution has categorically stated that those who work within a department are not supposed to have businesses. That is the bone of contention. As at now, we have instructed the Police Commission to ensure that no police officer should have a motor cycle or be in business to compete with ordinary Kenyans. If they contravene that Force Standing Order, then the law will catch up with them."
