    "content": "I am also encouraged that the Bill provides for the CS to make regulations that can enhance compliance with the objectives of the Bill. At least, we can start from where the Bill is now and keep improving the conditions and the regulations as we move on, as we also learn from other best practices internationally and as we learn from our mistakes and limitations. I think that is a very good provision. Finally, there is need for continuous civic and health education generally. This is because we may provide something like this for the working mothers but overall in terms of percentage of our population, I think that is a small minority.
