    "content": "I was looking at a few of the new parts, like Part 12A, which says that if the Speaker wants to resign, he has to write a letter addressed to the House. I do not know what it means by the “House”. Should it be addressed to the House or to the Clerk? These are some of the issues we need to look at because the “House” is more of a general nature. The letter should be addressed to the Clerk."
