Temporary Deputy Chairman, I beg to move: THAT, Clause 10 of the Bill be amended in sub-clause (1) by — (a) deleting the words “the constitution of the Presidents Awards-Kenya” appearing in paragraph (d) and substituting therefor the words “the Constitution of Kenya, this Act or Regulations made under this Act”; and (b) inserting the following new paragraph immediately after paragraph (d) — “(e) bankruptcy.” The proposal is in line with Article 232 of the Constitution on values and principles of public service. The Chief Executive Officer (CEO) should not violate the Constitution and the Act. It is proposed that a CEO should be a person that is not bankrupt."
