    "content": "Regulation-making is proposed to be done by the Board and the Cabinet Secretary should play a crucial role in regulation-making through the membership of the Board. Further, the Cabinet Secretary is responsible for submission of regulations to Parliament for scrutiny. The Committee has proposed a list of specific regulations that the Board may issue other than the general regulations to bring effect to the provisions of the Act."
