Deputy Chairman, I beg to move: THAT, Standing Order No.42 be amended by inserting the following new paragraph immediately after paragraph (3)— “(4) Paragraphs (1), (2) and (3) shall apply, with necessary modifications, to a message delivered to the Speaker by a Cabinet Secretary for communication to the House pursuant to any written law providing for conveyance of messages from the Cabinet.” The intention here is to handle messages that come from Government officers other than the President."
