It ensures that the provision on refugee women and children shall contain safeguards to avail them the utmost dignity, protection and assistance. Hon. Chairlady, my advice to the author of this Bill, Hon. Agostinho Neto, is that he must ensure that there are not so many roadblocks, because he is the originator of most of them."
