    "content": "Mr. Speaker, Sir, I want to thank the Assistant Minister for that answer which is fairly brief. Mr. Speaker, Sir, this Question has been asked in this House about three times during the 10th Parliament. The Assistant Minister has been clear as to the position the Ministry has taken. I seek the concurrence of the Assistant Minister that this Question be referred to the Departmental Committee on Agriculture, Livestock and Cooperatives. This is because the issue involves in excess of Kshs100 million and the individuals involved have been reduced to poverty. The departmental committee would go into the details of this issue and perhaps suggest a way forward for us to deal with this issue conclusively."
