Temporary Deputy Chairman, I beg to move: THAT, Clause 54 of the Bill be amended by─ (a) deleting sub-clause (2); (b) deleting sub-clause (3); (c) deleting sub-clause (4); and (d) deleting sub-clause (5). The reason is that, for (a), a refugee residing outside Kenya would not be defined as a refugee under The Refugee Act since he or she is already resettled in another country. In (b) and (c) the same reasons as given for (a) apply. For (d), since sub clauses (2), (3) and (4) are deleted, this sub-clause would also be unnecessary."
