    "content": "Thank you, Hon. Chairlady. I would like to oppose this particular amendment. We spoke with the Chair of the Committee and this clause is not harmful but what he is trying to do now is harmful. Looking at the nature of Clause 9, it streamlines and outlines both the work of the Refugee Affairs Secretariat - which is now established - and the work of the Director of Refugee Affairs, which is the problem in refugee management right now in Kenya. To fuse the functions of the Refugee Affairs Secretariat and the Director of Refugee Secretariat is a small problem. I ask him to consider this. We did not have a problem with this particular clause.
