"content": "I would also like to explain to the Chair of the Committee that we are not trying to sort out the problem of refugee management in Kenya as it is right now. We are trying to see how best to improve it. How best to improve it would be in the manner of trying to isolate and distil the various functions as we tried to do in this particular Bill. That is why I request the Chair that we have a general working arrangement. I will support it where I think our philosophy is fine, but in this particular one, it does not make a lot of sense to delete and fuse the functions as you propose in Clause 9. Please, look at what you are trying to do and then we agree on it. I oppose the amendment."
