    "content": "Mr. Speaker, Sir, this issue has been raised by the media before. As the Member of Parliament, together with the Provincial Security Committee and the District Security Committee, we have been on the ground; the true position is that we have elements who want the implementation of Phase Three of the resettlement exercise to stop. Those elements are more or less coming up with fictitious information. The situation on the ground is that there is no place which is as peaceful as Mount Elgon area in this country, as we speak. Therefore, we cannot highlight on the Floor of this House a situation which does not exist. We are asking the Minister to come up with something which does not exist. In fact, on Saturday, I was with my hon. colleague at a function in my constituency, and there was nothing like that. I am surprised that he has come here to raise an issue which does not exist."
