    "content": "Hon. Chairlady, I beg to move: THAT, Clause 16 of the Bill be further amended by inserting the following new paragraph immediately after the proposed New Paragraph 24C- 24D. Subject to this Schedule were capital expenditure is incurred on Capital construction of a building or on the purchase and installation of machinery by or Expenditure on for a Special Economic Zone Enterprise located outside Nairobi and Mombasa buildings and machinery for counties for use by enterprise in carrying out the business activities for which it use in a Special was licensed, the enterprise shall be entitled to an investment deduction equal to Economic Zone one hundred and fifty per cent of the capital expenditure, against the gains or outside Nairobi and Mombasa profit of that enterprise in the year in which the building or machinery is first used” We are encouraging more investors to use the special economic zones outside Nairobi and Mombasa. That is the essence of this amendment."
