    "content": "With respect to (a)(iii), this concerns additional funds that have now been communicated to the national Government. That confirmation was given to my Committee by the CS for the National Treasury. As I have said, most of those funds have come from donors to support devolution and the main donor here is the World Bank, among others. Those are the pivotal changes.
