    "content": "Thank you, Hon. Speaker for giving me the opportunity to contribute to this Bill. In reality, we should not be discussing the details of this Bill and the figures contained therein because we are dealing with a procedural problem that we have not solved. We discussed the detailed figures and commented on them during the last two occasions this Bill was before the House. What has brought it back is the process of looking at the division of revenue between the National Assembly and the Senate. That is what we have not looked at.
