    "content": "On Clause 89 on licensing of private entities to operate hospitals and clinics, the Senate Amendments were that the Bill be amended by deleting Clause 89. The justification was that a separate legislation should be enacted. The Mediation Committee’s recommendation was that it rejected the Senate Amendment to Clause 89. The Mediation Committee’s resolution was that it agreed with the National Assembly’s position to reinstate Clause 89 and the justification was that the provision is provided for to foster and encourage private sector participation in the health sector."
