    "content": "On a point of order, Mr. Speaker, Sir. The Assistant Minister is not answering the Question as asked. What is being asked here is the funds which have been allocated for building district headquarters. I am the Member for South Mugirango and he has given a list of the allocation here indicating that South Mugirango was given Kshs10 million. I stand here to tell this House that South Mugirango, which is in Gucha South District, has not received a single coin to build the district headquarters. The Assistant Minister is misleading the House. Let him answer the Question as asked regarding the funds given to build offices for the District Commissioners and all the District Officers. South Mugirango, which is in Gucha South where I come from, has not received any funds."
