    "content": "There is also the protection from personal liability, which is important. The nature of this Bill is such that it requires the board and members of staff to go out there and identify talent; that is, young individuals who are contributing in special ways towards the development of this country. If we try to box the board not to do that, we will be killing enthusiasm and initiative. It is a good to have that in-built mechanism. With those remarks, I beg to second."
