    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this important Bill. I still believe as some of the earlier contributors have said that perhaps it ought to have been an amendment to some of the existing legislations. Having said that, on Clause 3(c) the object and purposes of this Act are to: “Present to young people a balanced, non-competitive programme of voluntary activities which encourage personal discovery and growth, perseverance, responsibility to themselves and service to their community.” This is a very noble objective. It reminds me of a programme I underwent prior to joining university back in the 1980s.
