    "content": "The fact that it has been brought as a Bill in the National Assembly means that the programme will be available not just to a few private schools, secondary schools and some universities, but will also be open to every young person in this country. This is not only an initiative that will assist in developing the character--- If we look at the moral fibre in our society by looking at the increased levels of substance abuse whether it is alcohol or drugs, we will realize that we need a programme that will rectify the situation. That is a programme that will create individuals who are able to face life with a clear mind of facing and solving problems. We have seen that this programme has several origins and case studies in 25 countries in Africa.
