    "content": "You remember in the recent past, some policemen died in the line of duty. Most of their families and dependants have been complaining that the Government does not assist after the breadwinner is gone. It is unfortunate that the immediate speaker looks at the Police Service and thinks about power and how to protect it. It is unfortunate. This amendment is supposed to assist members of the NPS. If you look at the original Act and the definition of members of the Service, it says that members of the Service include civilian members of staff of the Service. We have policemen and civilians who work within the NPS under the original Act but the definition being proposed talks about training. Of course, civilians will not go for training. Civilians are accountants. They could also be procurement people or administrators within the NPS. That is where we had a problem."
